The equivalence of language examinations is determined by government decree. In cases not regulated by government legislation, the opinion of the Accreditation Division for Language Examinations of the Educational Authority shall be accepted.
The language certificate must be submitted to the Doctoral Education Office no later than the time of dissertation submission.

In such cases, the second foreign-language qualification must be an elementary-level (B1) English language examination.
